On August 25, 2015, at approximately 7:00 p.m. [redacted] was turning his green taxi onto 61st Street from Roosevelt Avenue in Queens. His vehicle was stopped by PO Robert Rostkowski of the 108th Precinct, allegedly for cutting off a mother and child who were trying to cross 61st Street. [redacted] gave PO Rostkowski his license and registration, and he wrote [redacted] a summons for [redacted]. When PO Rostkowski returned to the driver's side of [redacted]'s car, he allegedly threw the summons at [redacted], flicking his wrist, and causing the summons to come within six inches of [redacted]'s face (Allegation A).
