On September 24, 2015, at approximately 6 a.m., [redacted] was preparing his three children for school when he heard voices inside his wife [redacted] s apartment, located at [redacted] in Troy, New York. When [redacted] walked to the back entrance of the apartment, he observed Det. Jason Garcia and Det. Michael Perez of the NYPD's Brooklyn North Warrant Section, along with an unknown amount of unidentified officers from the United States Marshals Service, New York State Police, New York/New Jersey Regional Fugitive Task Force, City of Troy New York Police Department, and Troy Housing Authority Department of Public Safety standing inside the apartment with their guns pointed at him (Allegation A). [redacted] was allegedly handcuffed by Det. Perez and escorted outside of the apartment while being questioned on the whereabouts of his acquaintance [redacted] While [redacted] was outside, an unknown amount of unidentified officers from the United States Marshals Service, New York State Police, New York/New Jersey Regional Fugitive Task Force, City of Troy New York Police Department, and Troy Housing Authority Department of Public Safety searched inside the apartment (within Allegation A). Simultaneously, Det. Garcia spoke with [redacted] over the phone and asked her to return home from work so they could speak in-person. Shortly thereafter, [redacted] arrived at her apartment and spoke with Det. Garcia regarding her and [redacted] Is relationship with [redacted] During [redacted] and [redacted] Is respective conversations with Det. Perez and Det. Garcia, they requested to see the warrant allowing the officers to enter and search their apartment, but neither of the detectives responded to the requests. After speaking with [redacted] and [redacted] all of the officers left the incident location. Neither [redacted] nor [redacted] were arrested or summonsed as a result of this incident.
