On November 28, 2015, at approximately 10:05 pm, [redacted] was driving her car in the vicinity of West 145th Street and Adam Clayton Powell Boulevard, in Manhattan. [redacted] was stopped at a red light when a marked police vehicle operated by PO Walter Valentin, of Patrol Borough Manhatten South Task Force and instructed her to pull over (Allegation A). PO Valentin accused [redacted] of operating a handheld device. [redacted] informed PO Valentin that she was not using her phone at the time.
PO Valentin requested [redacted]'s license and registration and returned to his vehicle. He then returned to [redacted]'s vehicle and handed her a summons. [redacted] disputed the summons and PO Valentin told her to dispute it in court. [redacted] then asked PO Valentin for his name and shield number. PO Valentin said that his information was on the summons and walked back to his patrol vehicle (Allegation B).
