On December 24, 2015, at 10:11 a.m., [redacted] who resides at [redacted], in Brooklyn, called the police to report that her neighbor, [redacted] who resides in apartment had ripped a Christmas wreath off of her door. Four officers: PO Peter Chiofolo, PO John Matteo, PO Jesus Vargas, and Sgt. Angel Badillo of the 67th Precinct arrived at [redacted] s building. In the hallway, they spoke to [redacted] who said that [redacted] was inside of her apartment and emotionally disturbed. The officers knocked at [redacted] s door, and she did not answer. After approximately ten or fifteen minutes, Sgt. Badillo requested ESU officers in order to gain entry into [redacted] s apartment. ESU took down her door, and the officers entered the apartment (Allegations A and B). EMS arrived, and the officers removed [redacted] to the [redacted], where she remained for three weeks (Allegation C). [redacted] was not arrested or issued a summons during this incident.
