On February 3, 2016, at approximately 9:15 p.m., [redacted] and [redacted] her husband, were sitting in [redacted]s vehicle parked in the vicinity of Sedgwick Avenue and Hall of Fame Terrace, in the Bronx, an unmarked police vehicle approached them. Detective Belinda Delgado, Detective Victor Pagan, and Officer Victor Charles stopped [redacted] and requested her license and vehicle documents (Allegation A, Allegation B, and Allegation C).
