Summary

On January 20, 2016, at approximately 10:15 p.m., [redacted] and [redacted] were seated in the back seat of her parked vehicle in front of 347 West 44th Street in Manhattan. PO Jonathan Urso, PO Gustavo Paul, PO Mohammad Rahman and PO Steven Ramos from Patrol Borough Manhattan South walked passed [redacted] s vehicle while on patrol in the area. As the officers walked by the vehicle, PO Urso stated that he saw [redacted] giving [redacted] fellatio. Both [redacted] and [redacted] were asked to get out of the vehicle and were placed in handcuffs (Allegation A). After being handcuffed, PO Urso searched [redacted] s vehicle, including inside her purse and a prescription pill bag inside the vehicle (Allegation B). When Sgt. Scott Burton arrived at the location, he told [redacted] if he did not admit to being indecently exposed that he would take him down to the stationhouse (Allegation C).
