On February 29, 2016, at approximately 4:50 p.m., [redacted] was pulled over for excessive tints at the corner of Fountain Avenue and Stanley Avenue in Brooklyn by Sgt. Shibu Madhu and PO Nicholas D'Angelo. After providing his license and registration, PO D'Angelo arrested [redacted] for an open warrant from 2012. [redacted] and [redacted] who sat in the front passenger seat and back seat respectively, were asked to step out of the vehicle. When [redacted] removed her hand bag from the vehicle, Sgt. Madhu asked her to open it. Sgt. Madhu looked into the bag with his flashlight (Allegation A). A female officer who arrived in a second vehicle, identified through the investigation as PO Lian Moy of the 75th Precinct, then frisked [redacted] (Allegation B) and searched her pockets as directed by Sgt. Madhu (within Allegation A). Sgt. Madhu then went into the back of the police vehicle and questioned [redacted] about a previous gun-related arrest and asked if he knew anyone with guns and drugs (Allegation C).
