On February 18, 2016, at approximately 7:30 p.m., [redacted] was driving in the vicinity of Fountain Avenue and Dumont Avenue in Brooklyn. [redacted] vehicle was stopped by Sgt. Henry Daverin, PO Michael Seiger, and PO Tony Cuoco from the 75th Precinct Anti-Crime team (Allegation A, Allegation B, Allegation C). [redacted] was removed from his vehicle. Upon exiting, PO Seiger frisked [redacted] (Allegation D). [redacted] was placed in the backseat of the police car. Sgt. Daverin allegedly searched [redacted] s vehicle (Allegation E).
