On March 23, 2016, at approximately 9:10 a.m., officers came to [redacted] apartment at [redacted] in the Bronx. Det. Jerome Foy, Det. Thomas Carter, and Det. Raymond McCann, assigned to Manhattan Warrant Squad, arrived at [redacted] apartment to investigate the subject of an i-card and the subject of an arrest warrant. Det. Foy, Det. Carter, and Det.
