Summary

On April 1, 2016, at approximately 10:50 p.m., after allegedly observing a narcotics transaction involving [redacted], Detective Edwin Cabrera of Narcotics Borough Manhattan South allegedly pointed his gun at [redacted] and Detective Joseph Franco of Narcotics Borough Manhattan South allegedly drew his gun on West 43rd Street in Manhattan (Allegations A and B). [redacted] ran from the officers into Port Authority Bus Terminal, located at 625 8th Avenue. While pursuing [redacted] from West 43rd Street to Port Authority Bus Terminal, both Det Cabrera and Det Franco allegedly told [redacted] "I'm going to shoot you," (Allegations C and D). Once inside of Port Authority, Det Franco allegedly hit [redacted] with his gun, and punched [redacted] (Allegations E and F). [redacted] was handcuffed and approached by Detective Herbert Medina of Narcotics Borough Manhattan South, who allegedly told [redacted] "Don't fucking run next time" (Allegation G).
[redacted] was transported to the 14th Precinct Stationhouse, where Lt Sanchez authorized the strip-search of [redacted] (Allegation H).
