On April 22, 2016, at approximately 2:40 p.m., [redacted] was double parked in his vehicle in front of 456 Dekalb Avenue, in Brooklyn. PO Clifford Suchit from the 79th Precinct, who was operating a marked scooter, pulled up behind [redacted]s vehicle. PO Suchit wrote a double parking summons to [redacted] and exited his vehicle to deliver the summons to [redacted]. PO Suchit approached [redacted] on the driver's side and allegedly dropped the summons into [redacted]s vehicle through the driver's side window (Allegation A).
