Summary

On June 16, 2016, at approximately 8:00 p.m., [redacted] were pulled over by PO Nicholas Demeo and PO Joseph Villalta of Patrol Borough Queens Anti-Crime on Lucas Street in Queens. [redacted] was operating [redacted] vehicle, and [redacted] was in the passenger seat. PO Demeo searched [redacted] (Allegation A). PO Demeo and PO Villalta allegedly searched [redacted] vehicle and recovered mace and fraudulent credit cards inside (Allegations B and C). [redacted] were placed under arrest for [redacted] and [redacted] was also arrested for reckless [redacted] (Board Review 01; 02). After handcuffing [redacted] PO Demeo and PO Villalta allegedly slammed [redacted] over the hood of their RMP (Allegation D and E). While attempting to place [redacted] into the RMP, PO Demeo allegedly pushed [redacted] and PO Villalta allegedly kicked [redacted] testicles and punched [redacted] stomach, testicles, and legs (Allegations F and G).
Once at the 113th Precinct Stationhouse, PO Andre Edwards of the 113th Precinct allegedly pushed [redacted] against a wall and threw him onto the ground (Allegation H). PO Edwards allegedly moved his hand back and forth from his crotch to [redacted] face, mimicking masturbation (Allegation I). [redacted] head, hands, and ankles were hurting, and so he requested medical attention. Officers allegedly did not obtain medical treatment for [redacted] (Allegation J). An unidentified officer allegedly told [redacted] to "shut the fuck up", and a second unidentified officer allegedly stated to him, "You're the one that got your ass whooped!" (Allegation K).
