Summary

On July 24, 2016, at approximately 1:30 a.m., [redacted] was driving her two-door royal blue Honda Accord westbound on [redacted] in the Bronx. At the intersection of [redacted], where PO Mandeep Singh and PO Robert Silva of the 41st Precinct were parked, [redacted] allegedly disobeyed a stop sign. PO Singh made a decision to follow [redacted] and started driving behind her. At the intersection of [redacted] made a left turn allegedly failing to signal, which prompted PO Singh to turn on the service lights and, possibly, sirens. [redacted] drove for three blocks before coming to a stop at the intersection of Garrison Avenue and Hunts Point Avenue. PO Singh stopped the RMP as well, and both officers approached [redacted] (Allegation A). [redacted] was instructed to exit the vehicle and was escorted towards its back, where she stood with PO Silva while PO Singh conducted a search of the lungable and grabbable areas of [redacted] vehicle (Allegation B). After conducting the search, PO Singh allegedly instructed [redacted] to lean against the vehicle, but she refused. PO Singh allegedly replied that if [redacted] did not comply, she could be arrested (Allegation C). After some conversation with the officers, [redacted] was allowed to return to her vehicle, and the officers went to the RMP. Approximately 30 minutes later, PO Silva handed [redacted] two summonses prepared by PO Singh for failure to stop at a stop sign and failure to signal.
On the same day, at approximately 2:30 a.m., [redacted] went to the 41st Precinct stationhouse to file a complaint against PO Singh. Outside the stationhouse, [redacted] spoke to an unidentified officer, who took her statement and information and stated he would pass them along to the immediate supervisor of PO Singh, Sgt. Peter Bolte. [redacted] was not provided with any complaint forms and was never contacted after this attempt to file a complaint (Allegation D). Read report for details.
