On an unknown date in the autumn of 2016, Sgt. Brian Flynn of the 1st Precinct approached [redacted] an unlicensed vendor carrying handbags that she had been peddling earlier that day, outside the entrance to the uptown number 6 train at the Bleeker Street station in Manhattan. Sgt. Flynn, who was in an unmarked black police vehicle, allegedly told [redacted] that he would arrest her (Allegation A). Sgt. Flynn left the location without arresting or issuing a summons to [redacted].
On November 19, 2016 at approximately 6:40 p.m., Sgt. Flynn approached [redacted] on the sidewalk in front of 421 Broadway in Manhattan. Sgt. Flynn seized a bundle of handbags that [redacted] had intended to sell (Allegation B). As he lifted the handbags, Sgt. Flynn allegedly called [redacted] "stupid black African Muslim." Sgt. Flynn then allegedly said to [redacted] "you're going to go home very soon" and "there's a white guy going to the White House-he's going to send all you guys home" (Allegation C). Sgt.
