On February 7, 2017, at approximately 9:20 a.m., [redacted]'s son, [redacted] and his girlfriend [redacted] were walking to school when they were stopped at the intersection of West 110th Street and Manhattan Avenue in Manhattan by Lt. Sam Russo, PO Karima Holmes and PO Ruth Mateo of the 28th Precinct (Allegations A, B, and C). [redacted] and [redacted] were asked to present identification. [redacted] stated that he did not have identification on him and expressed a belief that he was not required to provide identification. Lt. Russo exited the patrol vehicle, grabbed [redacted] placed him against the patrol vehicle, and then pushed him face-down onto the front passenger seat of the patrol vehicle (Allegation D). [redacted] provided her own and [redacted]'s identification to PO Holmes. Truancy referral reports were filed and [redacted] and [redacted] were released.
