On February 24, 2017, at approximately 2:59 p.m., Mr. [redacted] was pulled over by Police Officer [redacted], Police Officer Nicholas Velotti, and Police Officer [redacted] of the 101st Precinct on Edgemere Avenue near [redacted] Street in Queens for running a red light (allegations A through C). Mr. [redacted] argued with the officers about whether he had run the light, and then the officers let Mr. [redacted] go without a summons after running his license. Mr. [redacted] saw PO [redacted] at his apartment complex about ten minutes before he was stopped, and he thought that the officers had followed him from his apartment; the officers failed to prepare a memo book entry about responding to a call at Mr. [redacted] apartment complex, located at 5707 Shorefront Parkway in Queens (allegations D through F).
