On March 9, 2017, at approximately 1:26 p.m., [redacted] and [redacted] were in front of [redacted] in Staten Island, when PO [redacted] and PO Richard Browne, from the 120th Precinct, exited their vehicle and stopped them (Allegations A and B). PO Browne and PO [redacted] then frisked and searched [redacted] (Allegations C through F). Afterwards, PO Browne approached [redacted] and grabbed his waistband (Allegation G).
