Summary

On April 22, 2017, at approximately 9:03 p.m., PO Craig McGrath and PO Umar Khitab of the 77th Precinct approached [redacted] on a sidewalk across from [redacted] in Brooklyn. PO McGrath reportedly saw [redacted] exchange drugs with another individual, though [redacted] denied that this occurred. PO McGrath found three bags of heroin on or near [redacted] denied that they were his. PO McGrath allegedly called [redacted] a "future Pookie" and said that his girlfriend, [redacted] was a "THOT" (Allegations A and B).
PO McGrath took [redacted] to the ground and allegedly hit him in the face with a radio three to four times while telling him to "shut the fuck up" (Allegations C and A, cont.). PO McGrath and PO Khitab handcuffed [redacted] and put him in the back of a police vehicle. [redacted] who was in the area, then allegedly opened the door and [redacted] fled down the street. He made it to the intersection of Lincoln Place and Schenectady Avenue before Sgt. Patel stopped him. (In his interview, [redacted] denied that this occurred.) PO McGrath put [redacted] back in a different police vehicle, allegedly saying, "Sit the fuck back before I punch you in the face" as he did so (Allegations A, cont. and D).
