On May 4, 2017, at approximately 4:40 a.m., [redacted] was in the St. George's Ferry Terminal in Staten Island, when he encountered Sgt. Joseph Padula, of the 123rd Precinct. Sgt. Padula threatened [redacted] with arrest (Allegation A: Abuse of Authority, exonerated). Sgt. Padula decided to remove [redacted] to the hospital (Allegation B: Abuse of Authority, substantiated). Sgt. Padula went to the police room inside the ferry terminal to get Sgt. Peter Guido, of Patrol Borough Staten Island, and the two officers placed [redacted] in handcuffs. Sgt. Guido frisked [redacted] (Allegation C: Abuse of Authority, substantiated). Sgt. Guido, Sgt. Padula, and PO Thomas Cancilla of Patrol Borough Staten Island walked [redacted] to an area near the police room while they waited for an ambulance. Sgt. Guido searched [redacted] and Sgt.
