On May 14th, 2017, at approximately 5:43PM, [redacted] was in her apartment at [redacted] in the Bronx, with her children, [redacted] when she began to have chest pains and trouble breathing. [redacted] believed she was having a stroke or a heart attack, so [redacted] called 911. While they were waiting for the police, [redacted] had a physical altercation. Following this altercation, FDNY EMTS [redacted] and EMT [redacted] and six police officers-Police Officer Khalid Ilahi, Police Officer Nicola Logrande, Police Officer Keith Silardi, Police Officer Joel Reyes, Police Officer Ramon Maldonado, and Police Officer Eric Mazurkiewicz, all of the 43rd Precinct arrived on scene. [redacted] explained to the EMTs and the officers that she wanted to go to the hospital, but would not go until [redacted] was removed from the apartment and she found someone to watch her children. [redacted] and PO Silardi began to have an argument about whether or not [redacted] could be removed from the apartment. PO Silardi told [redacted] that if [redacted] called 911 saying that [redacted] kicked him out of the apartment, PO Silardi would arrest her (Allegation A). [redacted] told PO Silardi, who at this time was outside of the apartment, not to come back inside her apartment, but PO Silardi allegedly went back into the apartment (Allegation B). As PO Silardi re-entered the apartment, he allegedly wobbled back and forth to mock [redacted] (Allegation C). PO Silardi allegedly told the EMTs not to treat [redacted] (Allegation D). PO Silardi allegedly told [redacted] to "shut the fuck up" about four times, and told her that he would arrest her if she would not let him inside the apartment (Allegation E and Allegation F)."
