On May 23, 2017, at approximately 9:13 a.m., [redacted] called the 78th Precinct stationhouse and asked to speak with Sergeant Paula Smith of the 78th Precinct, whose name [redacted] obtained from Police Officer Daniel Jorgensen of the same command. Sgt. Smith was put on the phone and [redacted] told her that PO Jorgensen had just issued him an unfair summons for not wearing a seatbelt and he wanted to file a complaint against PO Jorgensen for his behavior during their encounter.
