Summary

At approximately 7:58 a.m. on July 3, 2017, [redacted] called 911 and requested assistance to located at [redacted] in Manhattan. PO Isabella Byrnes and PO Avion Alexander of the 33rd Precinct arrived and spoke with [redacted] inside the office. [redacted] wanted to file a complaint against [redacted] for pushing her, but PO Byrnes refused to generate a complaint report. PO Byrnes allegedly threatened to have [redacted] "locked up" and removed to the hospital for being mentally ill if she called 911 again (Allegation A).
