At approximately 7:58 a.m. on July 3, 2017, [redacted] called 911 and requested assistance to located at [redacted] in Manhattan. PO Isabella Byrnes and PO Avion Alexander of the 33rd Precinct arrived and spoke with [redacted] inside the office. [redacted] wanted to file a complaint against [redacted] for pushing her, but PO Byrnes refused to generate a complaint report. PO Byrnes allegedly threatened to have [redacted] "locked up" and removed to the hospital for being mentally ill if she called 911 again (Allegation A). PO Byrnes allegedly pointed her index finger at her temple and rotated it to indicate that [redacted] was crazy (Allegation B). The officers exited the building and [redacted] did not pursue them.
