On May 23, 2017, at approximately 6:00 p.m., [redacted] was leaving the New York City Legal Assistance Group, located at [redacted] and was walking to the [redacted], located at [redacted] in Manhattan. [redacted] was walking by the eastern entrance to [redacted], by the intersection of [redacted], when she heard multiple children screaming. [redacted] turned and saw a male individual, identified by the investigation to be [redacted] being handcuffed at the back of his car. [redacted] could also see his children, who appeared visibly upset, getting out of the car. [redacted] took out her cell phone and began recording because she was shocked by the scene.
[redacted] approached the two officers, identified as Police Officer Kevin Lo and Police Officer Christopher Meyers of the 1st Precinct, and began telling the officers that she believed it was illegal for them to arrest [redacted] in view of his children. As [redacted] was speaking to the officers, she was approached by a third officer, identified as Police Officer Adam Keegan of the 1st Precinct, who told [redacted] that she had to move away from the officers as they arrested the male individual. PO Keegan then allegedly pushed [redacted]'s left shoulder four times while telling her to move back onto the sidewalk (Allegation A). [redacted] did not fall backward or lose her balance as a result of PO Keegan's contact with her shoulder. [redacted] objected to being moved onto the side walk and informed PO Keegan that he had just assaulted her. PO Keegan replied that he had not assaulted her and that he was moving [redacted] onto the sidewalk for her own safety. PO Keegan then walked away.
[redacted] continued to video record the interaction between the officers and [redacted]'s family. When the children of the male individual had an opportunity to speak to their father, [redacted] thanked the officers for their service and continued to walk to the [redacted].
[redacted] was not summonsed or arrested as a result of this incident.
