On July 15, 2017, at approximately 2 p.m., Police Officer John Dean and Sergeant James Gale of the 60th Precinct arrested [redacted] on Brighton Beach in Brooklyn for [redacted]. PO Dean and Sgt. Gale transferred custody of [redacted] to Police Officer Joseph Villareal and Police Officer Endri Domi of the 60th Precinct, who waited with [redacted] for a prisoner van on Riegelman Boardwalk East and Brighton Sixth Street. As they were waiting, PO Villareal allegedly said to [redacted] "What grade did you stop in school? You're stupid, why'd you come back out here?" (Allegation A).
[redacted] was transported by PO Domi and Police Officer Jose Contreras of the 60th Precinct to Brooklyn Central Booking, and [redacted] was another prisoner lodged in the van. While on the Brooklyn-Queens Expressway, PO Contreras slowed the prisoner van to merge with traffic, and [redacted] fell off the seat and landed on the van floor. [redacted] was taken to Brooklyn Central Booking, and PO Contreras called an ambulance to transport [redacted] to [redacted]. Later that evening, as PO Contreras and PO Domi transported [redacted] to the 60th Precinct stationhouse, PO Domi allegedly said to [redacted] "I don't give a fuck about you" (Allegation B).
