On August 5, 2017, at approximately 2 a.m., at [redacted] in Staten Island, PO Joseph Perfetto stopped [redacted] and used physical force against him to do so (Allegation A: Abuse of Authority, [redacted] Allegation B: Force, [redacted] PO Perfetto and Lt. Janelle Famularo both threatened to arrest [redacted] (Allegation C and D: Abuse of Authority: [redacted] was issued a [redacted] summons for acting violently and engaging in threatening behavior.
