Summary

On March 25, 2017, at approximately 1:40 a.m., in the vicinity of the intersection of Rockland Avenue and St. Andrews Road in Staten Island, Police Officer Aldo Yubini and Police Officer Stephanie Bowman of the 122nd Precinct stopped a vehicle driven by [redacted] PO Bowman has since changed her last name and is now known as PO Mazza. As she was known as PO Bowman at the time of the incident, she is referred to by that name throughout this report. [redacted] and [redacted] were passengers in the vehicle. PO Yubini observed an open alcohol container in the vehicle and ordered all three occupants to exit. PO Yubini frisked [redacted] and [redacted] (Allegations A & C: Abuse of Authority, [redacted]). PO Yubini allegedly searched [redacted] and [redacted] (Allegations B & D: Abuse of Authority, [redacted]). PO Bowman frisked [redacted] (Allegation E: Abuse of Authority, [redacted]). PO Bowman allegedly searched [redacted] (Allegation F: Abuse of Authority, [redacted]). PO Yubini and PO Bowman allegedly searched [redacted]'s vehicle (Allegations G-H: Abuse of Authority: [redacted]). Sergeant Albert Cabello, also of the 122nd Precinct, decided to detain [redacted] and [redacted] and to transport them to the 122nd Precinct stationhouse to issue them summonses for the open container in the vehicle (Allegations I-K: Abuse of Authority, [redacted]).
At the 122nd Precinct stationhouse, Sgt. Cabello authorized strip searches of [redacted] and [redacted] (Allegations L-N: Abuse of Authority, [redacted]). An unidentified officer allegedly pointed a Taser at [redacted] during his strip search and threatened to shoot him with it if [redacted] made any "wrong moves" (Allegation O: Abuse of Authority, [redacted]). [redacted]'s vehicle was driven back to the stationhouse, and was eventually seized and vouchered (Allegation P: Abuse of Authority, [redacted]).
