At approximately 9:00 p.m. on August 24, 2017, [redacted] was driving with his brother [redacted] near the intersection of Queens Boulevard and 56th Avenue in Queens. Two uniformed officers, PO Christopher Sanchez and PO Jodi Rodriguez of the 110th Precinct, were driving through the intersection as well in a marked vehicle. There is a "No Standing" sign posted on the sidewalk. Despite this, [redacted] parked his vehicle along the sidewalk. PO Sanchez went over the marked vehicle's PA system and told [redacted] that he could not park his vehicle there. [redacted] then pulled off and turned right onto 56th Avenue. There, PO Sanchez and PO Rodriguez pulled him over.
PO Rodriguez and PO Sanchez approached [redacted]s vehicle. PO Rodriguez obtained [redacted]s driver's license and vehicle registration. She then returned to her marked vehicle in order to write [redacted] a summons. PO Sanchez remained at [redacted]s vehicle. [redacted] allegedly asked PO Sanchez to provide his name and shield number at the conclusion of the interaction. PO Rodriguez then returned to [redacted] and issued him a summons for [redacted]. She and PO Sanchez then returned to their vehicle. [redacted] allegedly asked both PO Rodriguez and PO Sanchez for their names and shield number several times as they walked away, but neither officer responded (Allegations A and B). The officers ultimately drove away without providing their information to [redacted]
