Summary

On August 24, 2017, approximately 8:48 p.m., Police Officer Yaritza Casul and Police Officer Christine Oakley, of the 48th Precinct, with PO Stephen Brown, a police recruit, responded to [redacted], in the Bronx, after [redacted] called 911 and reported a dispute involving a knife, with his neighbor, who he knew only by the nickname [redacted]. Police Officer Daniel Wynohradnyk and Police Officer Elizabeth Velazquez, of the 48th Precinct, responded as backup. After speaking to [redacted] and the building security guard, PO Casul and PO Oakley were directed to [redacted]'s neighbor's apartment, where they stopped him in the hallway, (Allegation A and Allegation B: Abuse of Authority-Stop, exonerated), and PO Casul frisked (Allegation C: Abuse of Authoirty- Frisk, exonerated) and searched him (Allegation D: Abuse of Authority-Search, victim unidentified) for the knife. PO Casul ultimately determined that his neighbor had no knife, and PO Casul, PO Oakley, PO Brown, PO Wynohradnyk, and PO Velasquez left the scene.
On August 24, 2017, at approximately 9:10 p.m., [redacted] called 911 a second time, and requested a supervisor because PO Casul and PO Oakley responded to his location and did not take his report that his neighbor had a knife. PO Casul, PO Oakley, and PO Brown subsequently responded to the location, with Sergeant Brian Williams, of the 48th Precinct. After [redacted] was told again that his neighbor had no knife, [redacted] asked PO Casul and PO Oakley for their names and shield numbers, and said that he was going to go into his apartment to get a pencil and paper to record their names. In response, PO Casul, PO Oakley, and PO Brown allegedly ran away from [redacted] and never told him their names and shield numbers (Allegation E and Allegation F: Abuse of Authority-Refusal to provide name and/or shield numbers, substantiated).
