On September 8, 2017, at approximately 9:40 a.m., inside the St. George Staten Island Ferry Terminal, [redacted] was approached by Sgt. Joseph Padula and PO William Palmer of Patrol Borough Staten Island while he waited for the next ferry. Sgt. Joseph Padula lifted [redacted] shirt, revealing his right front pants pocket (Allegation A: Abuse of Authority, unfounded).
