On August 15, 2017, at approximately 6:00 a.m., Sgt. Castle, Det. Joseph Condello, and Det. Richard Thompson, of the Warrants Section, went to [redacted]'s apartment, located at [redacted] in Brooklyn, with an I-Card for [redacted]. Det. Condello knocked on the door and [redacted]'s wife [redacted] answered the door. Det. Condello, Sgt. Castle, and Det. Thompson entered the apartment (Allegations A through C: Abuse of Authority, [redacted]). Det. Thompson, Sgt. Thomas, and Det. Condello searched the apartment for [redacted] and found him asleep in a bedroom (Allegation D through F: Abuse of Authority, [redacted]). Det. Thompson, Sgt. Castle, and Det. Condello used physical force to apprehend [redacted] (Allegations G through I: Force, [redacted]). Det. Thompson punched [redacted] in the eye (subsumed under Allegation G). The arrested [redacted] and removed him to the 60th Precinct stationhouse.
At the 60th Precinct stationhouse, [redacted] asked Det. Condello, Sgt. Castle and Det. Thompson for medical attention, and they allegedly offered him cigarettes if he did not go to the hospital (Allegations J through L: Abuse of Authority, [redacted]). Allegedly, Det. Omar Bostic, of the 60th Precinct Detective Squad, instructed Det. Condello, Sgt. Castle, and Det. Thompson to remove [redacted] to the hospital. [redacted] was transported to [redacted] and was diagnosed with a fractured orbital bone.
IAB Group 54 investigated this incident under Log #2017-31378 (Board Review 01). The IAB investigation found the excessive use of force allegation to be unsubstantiated.
