Summary

On November 6, 2017, at approximately 1:45 p.m., [redacted] was seated alone, eating lunch in his vehicle, which was parked at 20th Avenue and Benson Avenue, in Brooklyn. He was approached by PO Joseph Campbell, PO Randy Chow, and Sgt. Jose Baez, all assigned to the 62nd Precinct. The officers stopped [redacted] (Allegations A, B, and C – Abuse of Authority: [redacted]). PO Campbell approached [redacted] ordered him out of the vehicle, and then allegedly frisked him (Allegation D – Abuse of Authority: [redacted]), and searched him (Allegation E – Abuse of Authority: [redacted]).
