Summary

[redacted] for [redacted] was arrested ([redacted] 1. Officers lodged in the 109th Precinct stationhouse until approximately 10:29 a.m. on November 4, 2017, when he was taken to Queens Central Booking. At approximately 11:25 a.m., [redacted] was rejected from Queens Central Booking due to his uncooperative and disrespectful behavior. PO Dallis and his partner Police Officer Peter Repetti of the 109th Precinct transported [redacted] back to the 109th Precinct stationhouse. On the way back to the 109th Precinct stationhouse, PO Dallis allegedly stopped the vehicle abruptly, causing [redacted] to hit his head on the partition between the back seat and the front seat (Allegation A: Discourtesy, [redacted] In the parking lot of the 109th Precinct stationhouse, PO Dallis allegedly said, "I'm gonna punish you. Teach you a lesson for fucking with us," and "Fuck you, your mother," to [redacted] (Allegation B: Abuse of Authority, [redacted] Allegation C: Discourtesy, [redacted] PO Dallis placed a blanket or jacket over [redacted] head, restricting his breathing (Allegation D: Force, [redacted] PO Dallis pulled [redacted] out of the vehicle, slammed his head onto the ground, and punched him multiple times in the head and back (Allegation E: Force, [redacted] Allegation F: Force, [redacted] Officers picked up [redacted] and brought him into the stationhouse with the assistance of Police Officer Wai Nang of the 109th Precinct. Once inside, PO Dallis allegedly forcefully removed [redacted] belt, causing the belt buckle to pop off and two of the loops on his pants to break (Allegation G: Abuse of Authority, [redacted] was transported to [redacted] and was subsequently taken back to Queens Central Booking.
