On December 17, 2017, at approximately 10:14 p.m., Police Officer Theresa Haley of Highway 2 stopped [redacted]'s vehicle on the Belt Parkway near Louisiana Avenue in Brooklyn, and issued [redacted] a traffic summons for speeding. PO Haley allegedly "tossed" [redacted]'s driver's license, vehicle registration, and the summons at him through the driver window (Allegation A: Discourtesy, [redacted]).
