On January 13, 2018, a civilian used his vehicle to strike an officer in the vicinity of Times Square in Manhattan. On January 17, 2018, at approximately 12:30 a.m., PO David Giza and PO Vitali Melnikau of the 68th Precinct assisted New York State Troopers with a vehicle stop on [redacted], in Brooklyn (Allegation A: Abuse of Authority, [redacted] and Allegation B: Abuse of Authority, [redacted]). PO Giza and PO Melnikau pointed their firearm towards [redacted] (Allegation C: Physical Force, [redacted] and Allegation D: Physical Force, [redacted]). [redacted] was ordered out of the vehicle and NYS Troopers placed him in handcuffs. Additional officers from the 68th Precinct and the Highway command arrived on the scene.At some point, Sgt. Nicholas Danna allegedly told [redacted], "Get this fucking guy out of here. He's not fucking paparazzi" (Allegation E: Discourtesy, [redacted]). Sgt. Danna also said "fuck" and "shit" while speaking with [redacted] (Allegation F: Discourtesy, [redacted]). Officers escorted [redacted] inside a police vehicle and an officer hit [redacted]'s knee with the vehicle's door (Allegation G: Physical Force, [redacted]). While [redacted] spoke with his girlfriend, [redacted], an officer pushed [redacted] (Allegation H: Physical Force, [redacted]). NYS Troopers and NYPD officers searched [redacted]'s vehicle on the scene and an officer drove his vehicle to the stationhouse (Allegation I: Abuse of Authority, [redacted]).
Lieutenant Michael Fleming detained [redacted], seized his vehicle by authorizing an officer to drive it to the 68th Precinct stationhouse (Allegation J: Abuse of Authority, [redacted], Allegation K: Abuse of Authority, [redacted], Allegation L: Abuse of Authority, [redacted], Allegation M: Abuse of Authority, [redacted]).
