On November 12, 2017, at approximately 6:41 p.m., [redacted] was with his friend, [redacted], in front of 425 East 106 Street in Manhattan. [redacted] filmed [redacted] as he was arrested for driving with a suspended license. PO Gregory King of the 23rd Precinct pushed [redacted] onto the sidewalk (Allegation A: Force – Physical Force, [redacted]). PO King, after [redacted] was placed into handcuffs, allegedly tightened the handcuffs on [redacted] wrists (Allegation B: Force – Handcuffs Too Tight, [redacted]).
