Summary

On April 20, 2018, at 10:25 p.m. [redacted] was sitting in a car at 86-32 96th Street when Police Officer Cody Chuchul and Police Officer Mark Anderson, both of the 102nd Precinct approached the car. Police Officer Anderson pulled [redacted] out of the vehicle (Allegation A: Force, [redacted]). As he did this, Police Officer Chuchul grabbed a hold of his jacket, and they all fell to the ground (Allegation B- Force, [redacted]). Once on the ground, Police Officer Anderson told [redacted] "I'll break your fucking arms, do you understand me? Put it back motherfucker," and "I swear to God, I'm going to God I'm going to break your fucking arm" (Allegations C and D- Threat of Force and Discourtesy, [redacted]).
