On June 22, 2018, at approximately 1:00 AM, outside of [redacted] in Brooklyn, Sgt. Kevin McCarthy, PO Steven Rupnick, and PO Craig McGrath of the 77th Precinct approached [redacted] for allegedly smoking a marijuana cigarette. Standing with [redacted] was [redacted]. PO Rupnick issued [redacted] a summons for possession of marijuana. During this encounter, PO Rupnick allegedly frisked [redacted]'s backpack (Allegation A: Abuse of Authority, [redacted]) and reached into [redacted]'s pants pocket (Allegation B: Abuse of Authority, [redacted]).
