On August 3, 2018, at approximately 9:28pm, Sgt. Adam Katrincic, PO Stephen Barounis, and PO Conway Hughes of Patrol Borough Brooklyn North Specialized Units approached [redacted] who was on foot, in an unmarked vehicle. PO Hughes told [redacted] to approach the vehicle and [redacted] ran away. Sgt. Katrincic, PO Barounis, and PO Hughes chased after him and eventually stopped him (Allegations A-Abuse of Authority: [redacted]). Sgt.
