On May 19, 2018, at approximately 8:30 a.m., [redacted] was involved in a physical fight with [redacted] outside of the [redacted] located at [redacted]. A Stuyvesant Town security officer, [redacted] responded and separated [redacted] and [redacted]. Four NYPD officers responded: PO Todd Craven, PO Christopher Budhan, PO Angela Parisette, and PO Cynthia Puello, of the 13th Precinct. At the time that NYPD arrived, [redacted] was on the ground and leaning against the fence.
While [redacted] was on the ground, against the fence, PO Craven allegedly grabbed [redacted]'s right arm, pulled it forward and then back behind [redacted]'s head (Allegation A: Force: [redacted]). [redacted] was arrested and charged with assault in the third degree. [redacted] was transported to the 13th Precinct stationhouse before being taken to Bellevue Hospital for a psychiatric evaluation.
