On September 3, 2018, at approximately 5:30 p.m., in front of 196 Grant Avenue in Brooklyn, Police Officer Steve Torres of the 75th Precinct stopped [redacted] (Allegation A: Abuse of Authority, [redacted]). [redacted]. PO Torres and Police Officer Lawrence Perrotta, also of the 75th Precinct, used physical force against [redacted] (Allegations B and C: Force, [redacted]). PO Torres allegedly used a chokehold against [redacted] (Allegation D: Force, [redacted]) and interfered with [redacted]s use of a recording device (Allegation E: Abuse of Authority, [redacted]). PO Perrotta and PO Torres used physical force against [redacted] taking him to the ground (Allegations F and G: Force, [redacted]). [redacted]. PO Torres then allegedly kneed [redacted] (Allegation H: Force, [redacted]). [redacted]. spoke discourteously to [redacted] (Allegation I: Discourtesy, [redacted]). [redacted]. PO Torres threatened [redacted] with the use of force and threatened individuals with the use of force (Allegations J and K: Abuse of Authority, [redacted]).
