On September 5, 2019, at approximately 1:00 a.m. at Tomkins Avenue and Broad Street in Staten Island, Police Officer Ryan Harkins, Police Officer Andrew Taglioferro, Police Officer Patrick Antosiewicz, Police Officer Dmitriy Luzonov, and Police Officer Edward Sciarillo of the 120th Precinct approached [redacted] at a bus stop. [redacted] ran and was taken to the ground by Police Officer Harkins, (Allegation A: Force, [redacted]). Once on the ground, an unidentified officer said, "Give us your fucking arms," (Allegation B: Discourtesy, [redacted]). As the officers put [redacted] in the ambulance, an unidentified officer said to [redacted] "You're already in handcuffs so you might as well just fucking stop," (Allegation C: Discourtesy, [redacted]).
