Summary

On September 6, 2018, at approximately 6:45 P.M., [redacted] and [redacted]'s uncle [redacted] were walking on 2nd Avenue between 122nd Street and 123rd Street in Manhattan when PO Fernando Dominguez and PO Riguel Rodriguez of PSA 5 approached them and said [redacted]'s name. Both officers grabbed [redacted]'s arms and said he was under arrest before attempting to handcuff him. [redacted] held his arms in front of himself to avoid being handcuffed. Several more officers arrived on scene, including Det. Lorraine Marin of the Youth Services Division, and [redacted] was taken to the ground (Allegations A-C, Force: [redacted]). While [redacted] was on the ground, an unidentified officer allegedly pushed the left side of [redacted]'s face into the sidewalk, and another put their knee in his back; (Allegation D, Force: [redacted]). [redacted] attempted to get closer to [redacted] who tried to give [redacted] his cell phone. Det.
