On September 22, 2018, at approximately 6:45 p.m., [redacted] was arrested by Sgt. Luis Rodriguez and PO Wilfred Martinez, of Transit Bureau District 1, inside of the 49th Street subway station in Manhattan for criminal tampering in the first degree, unauthorized sale of a farecard, and loitering (BR 14). Sgt. Rodriguez approached [redacted] wrapped his arms around his chest, and handcuffed him (Allegation A: Force, [redacted] told Sgt.
