On October 30, 2018, at approximately 11:00 a.m., [redacted] observed Sheriff's officers (unknown whether they were New York City or New York State) and an NYPD officer arresting his cousin, [redacted] at [redacted] in Brooklyn. [redacted] observed several officers tackle and slam [redacted] into a patrol vehicle (Allegation A: Force, D. [redacted] approached the scene and asked PO Matthew Byrnes of PSA2, why his cousin was being arrested.
