Summary

On November 5, 2018, at approximately 12:00p.m., [redacted] called police to respond to a car accident at Centre Street and Chambers Street in Manhattan. Approximately two hours later PO Steven Navarra of the 79th Precinct and PO Shannon Conlisk of the 73rd Precinct responded. PO Navarra asked [redacted] if he spoke English to which he replied yes, a little bit. PO Navarra then said, "You don't know English, why are you driving TLC?"
