On December 5, 2018, at approximately 5:00 a.m., [redacted] went to the 25th Precinct stationhouse and informed Sergeant Norman Cox of the 25th Precinct, who was working as the desk officer, that he wished to file a complaint against an officer. Sergeant Cox wrote the CCRB's phone number on sheet of paper (Board Review 01) and handed it to [redacted].
