On August 12, 2018, at approximately 8:00 a.m., [redacted] who is homeless and identifies as a transgender woman, entered the 14th Precinct stationhouse in Manhattan to file a complaint about a stolen backpack. PO Debra Davis of the 14th Precinct escorted [redacted] to the complaint room inside of the stationhouse and allegedly used incorrect pronouns to refer to [redacted] (Allegation A: Offensive Language; [redacted]) and called [redacted] "stupid" and "retarded" (Allegation B: Offensive Language; [redacted]).
