On March 17, 2019, at approximately 7:30 p.m., [redacted] and [redacted] went to the 40th Precinct stationhouse in the Bronx and spoke to Sgt. Genti Bektashaj of the 40th Precinct at the front desk. [redacted] and [redacted] told Sgt. Bektashaj that they wished to file a complaint against an officer who had pulled them over and issued [redacted] a summons earlier that day. Based on their explanation, Sgt.
