On May 2, 2019, at approximately 11:45 p.m., at the intersection of Greenwich Street and Barclay Street in Manhattan, Lieutenant Brian Holland of the World Trade Tower Command approached [redacted] whose vehicle was double parked. [redacted] was speaking with his girlfriend, [redacted] During their interaction, Lieutenant Holland threatened to issue [redacted] a summons (Allegation A: Abuse of Authority, [redacted] drove the vehicle away.
