On May 15, 2019, at around 6:30pm, a group of officers from the 121st Precinct responded to a fight at [redacted] part of the [redacted] NYCHA complex in Staten Island. [redacted] was standing near the fight, and PO James Moussa pushed [redacted] (Allegation A: Force-[redacted]). While officers were trying to place [redacted] in handcuffs, unknown officer(s) threatened to tase [redacted] (Allegation B: Abuse of Authority-[redacted]). After [redacted] was placed in handcuffs, Lieutenant Daniel Green told [redacted] to "stop the bullshit" (Allegation C: Discourtesy-[redacted]). PO Frank Callaghan refused to provide his name and shield number to [redacted] (Allegations D and E: Abuse of Authority-[redacted]). As [redacted] was being removed to a police vehicle, PO Nicholas Canepa placed his hand on the front of [redacted] throat (Allegation F: Force-[redacted]).
